<P>PROBLEM TO BE SOLVED: To reduce the production cost and to shorten the production time by abbreviating a process for forming a film of a catalytic metal even if the catalytic metal is consumed. <P>SOLUTION: A method for producing carbon fibers includes a setting step for setting a catalyst substrate 4 in a thermal CVD system 6, a film deposition step for growing carbon fibers 28 on the catalyst substrate 4 set in the thermal CVD system 6, and a recovering step for peeling/recovering the carbon fibers 28 from the catalyst substrate 4. As the catalyst substrate 4, for example, a substrate equipped with a surface layer 4a comprising a non-catalytic metal and an inner part layer 4b comprising the catalytic metal is used.
