PROBLEM TO BE SOLVED: To perform image retrieval resistant to illumination changes (independent of illumination changes). SOLUTION: The color information extracting device includes: a clear image input unit 810 which inputs an image; a clear standard illumination color converting unit 820 which converts an illumination color of the image from daylight trajectory to a standard illumination color to 6500 K in order to express the image with the one resistant to the illumination changes and a clear image color information extracting unit 830 which extracts color information of the image resistant to the illumination changes using one of a plurality of color descriptors including a main color descriptor, a scalable color descriptor, a color arrangement descriptor and a color structure descriptor.
