PROBLEM TO BE SOLVED: To achieve high-quality video display by suppressing reduction of an image quality when video data of a digital broadcasting signal are deteriorated. SOLUTION: In a first deterioration state during which video deterioration occurs by generating an RS error of macro block error of a reception field strength, S/N or Read-Solomon code while a digital broadcasting signal constituted in an MPEG compression scheme is received, decoded video data are created and displayed out using intra-frame encoded image (I picture) and inter-frame forward prediction encoded image (P picture). In a second deterioration state during which the video deterioration becomes further worse, decoded image data are created using an intra-frame encoded image (I picture). In a third deterioration state during which the video deterioration becomes further worse than said second deterioration state, image data of excellent image quality previously stored in a memory are read out and a completely static image is outputted or video display outputting is stopped. If a normal digital broadcasting is started being received, it is continued for a predetermined time and when recovery safety is improved, arithmetic processing of video data is stopped for recovery.
