PROBLEM TO BE SOLVED: To distribute a time-limited service without delay even when a service requesting mobile terminal device moves over cells. SOLUTION: A location search unit 123 searches a cell 103 wherein a passing scheduled spot (s) exists (ST102), and a schedule unit 124 registers a received service request at the top of a service schedule 126 of a radio base station 105 managing the cell 103 searched by the location search unit 123 (ST106). While a reception time of the top service request is before the start of a predetermined time to process the same service schedule 126 next (ST204; YES), a service providing unit 128 carries out processing of the top service request, repeats processing to delete the processed service request from the top of the service schedule 126 and transmits MBMS data (ST205, ST206).
