PROBLEM TO BE SOLVED: To provide an electroluminescent lamp which continues illumination even after electric power to the lamp is disconnected. SOLUTION: The electroluminescent lamp has both the advantages of a thin flexible electroluminescent lamp and the advantages of long-term afterglowing phosphor; that is, the lamp includes a first electrode, a second electrode, a dielectric material, and a phosphor layer containing an electroluminescent phosphor and a long-term afterglowing phosphor. The long-term afterglowing phosphor is preferably a strontium aluminate phosphor, and more preferably is SrAl<SB>2</SB>O<SB>4</SB>: Eu, Dy or Sr<SB>4</SB>Al<SB>14</SB>O<SB>25</SB>: Eu, Dy.
