PROBLEM TO BE SOLVED: To provide a novel emulsion that includes water, water-soluble organic solvent, and an object substance which is hardly-soluble in water and the solvent, and dispersed in the medium in the form of very tiny particle form. SOLUTION: The emulsion comprises a water-soluble organic solvent, water, an object substance that is miscible in water or water-soluble organic solvent and a surfactant wherein droplets 1 of the water-soluble organic solvent thick phase are dispersed in the water thick continuous phase 2.
