The system has cells that are partitioned corresponding to a frequency reuse scheme. The partitioning of the frequency reuse scheme includes such that two frequency reuse factors are provided in cells dimensioning of a cellular system. An inner area of the cells (40) is operated by a multi-carrier code division multiplexing access (MC-CDMA) and with a frequency reuse factor of 1. An outer area of the cells (10, 20, 30) is operated by an orthogonal frequency division multiplexing access (OFDMA) or MC-CDMA and with the frequency reuse factor of 3 or more.
