PROBLEM TO BE SOLVED: To uniformly reactivity adjustment by uniformly dispersing a burnable poison inside a fuel assembly. SOLUTION: This fuel assembly such as a fuel compact for a high-temperature gas-cooled reactor or a pebble bed type fuel, acquired, by heating and molding an overcoat particle 12 formed by applying an overcoat layer 12L onto a coated fuel particle 16 has a characteristic wherein the burnable poison 14 for reactivity adjustment is blended with the overcoat layer 12L of the overcoat particle 12, to thereby make the burnable poison disperse uniformly inside the fuel assembly.
