<P>PROBLEM TO BE SOLVED: To provide a device for creating a printed image that does not convert a fixed-form character string of a horizontal notation language into vertical writing even when text formed of a plurality of fixed-form character strings written horizontally in a plurality of languages is converted into the vertical writing in a lump, and to provide a method of creating the printed image, a program, and a tape printer. <P>SOLUTION: When each fixed-form character string by language written in the vertical and horizontal notation language and/or horizontal notation language is converted into the vertical writing, each fixed-form character string by language is determined to be a vertically writable character string created in the vertical and horizontal notation language or the vertically un-writable character string created in the horizontal notation language. When each fixed-form character string is the vertically writable character string, the vertically writing conversion is executed.
