PROBLEM TO BE SOLVED: To provide a lightweight composite panel high in fire retardancy by laminating aluminum sheets on both sides of a polyolefinic resin foamed sheet containing a fire retardant only in a small amount. SOLUTION: The composite panel 10 is composed of the resin foamed sheet 12 with a density of 0.15-0.5 g/cm<SP>3</SP>and a thickness of 1.5 mm or above containing 30 mass% or above of a polyolefinic resin and 10-30 mass% of the fire retardant and the aluminum sheets 11 of the thickness of 0.2-0.5 mm laminated on both sides of the resin foamed sheet. Coating is applied to the surfaces, which do not come into contact with the resin foamed sheet of the aluminum sheets and the coating applied to the aluminum sheets is peeled or whitened in the area of 70% or above of the surface of each of the aluminum sheets after the combustion test prescribed in ISO5660-1 is performed for 2 min with respect to the composite panel.
