The block has heat dissipating tubes parallel to each other. A partially cylindrical longitudinal recess (6) is provided, whose wall exhibits a space, which is filled with mortar or cement. A groove is widened inwardly to receive a head of a locking pin, which is fastened to the tubes. The lower end of the groove widens into another recess that is opened at the bottom. The groove is filled with mortar to form a mortar base. The front side of the cinder block has a cinder resistive coating.
