An actuator (20, 120) having a housing (22) that defines an interior volume (24) and a primary driver (34) that includes either a piezoelectric element or a magnetorestrictive element. The primary driver (34) has first and second opposing ends (36, 38) and defines a longitudinal length (37) therebetween. The first end (36) of the primary driver (34) is bearingly engaged with a reaction surface (44) that is fixed relative to the housing (22). The second end (38) of the primary driver (34) longitudinally moves a bearing surface (64, 164) that partially defines a closed working chamber (66, 166) having a fixed quantity of an incompressible medium (68, 168). An actuating rod (70, 170) extends through an orifice (32) in the housing (22) and has a first end (72, 172) projecting outwardly and a second end (74, 174) disposed within the working chamber (66, 166). The cross sectional area (78) of the orifice is less than the effective area of the bearing surface (64, 164) whereby the travel distance of the rod (70, 170) is amplified relative to the change in length (37) of the primary driver (34).
