A surface improved FRP(Fiber Reinforced Plastic) reinforcing material and an internal reinforcing of a precast concrete culvert using the same are provided to extend a life span of a concrete structure by reinforcing a concrete structure with a surface improved FRP reinforcing material. A method for manufacturing a surface improved FRP(Fiber Reinforced Plastic) reinforcing material includes the steps of: forming an FRP reinforcing material by heating and curing a thermosetting resin to a reinforcing fiber; grinding a surface of the FRP reinforcing material with a sand paper; removing the minute solid particle generated in a surface processing from the grinded surface of the FRP reinforcing material through an air inhalation process; spreading adhesives on the grinded surface of the FRP reinforcing material; performing a silica on the FRO reinforcing material having the adhesives; spreading adhesives on the silica-processed FRP reinforcing material; and heating and curing the silica-processed FRP reinforcing material in a heating device of 100-150°C.
