The device has a lug connector (5) and a clamping bolt (6) received in openings (4) provided in a collar (3) which is made of plastic material and is embedded around a crossbeam (1). The collar has an inner shape complementary to an outer shape of the crossbeam and an outer shape complementary to an inner shape of the crossbeam. Ends (3`, 3``) of the collar are curved, such that the ends are embedded on corresponding ends (1`, 1``) of the crossbeam.
