The device has a rotating splined shaft (3) placed side by side of a cylindrical drum (2). A seed proportioning chamber is delimited transversely on one side by a frontal side of the drum and on another side by a frontal side (6) of a ring (4). The frontal sides of the drum and the ring have a tapered form whose half angle value at the top lies between 40 and 65 degrees.
