Minimum units for specifying the position and size of an effective area of a n image transmitted from a camera are set irrespective of each other in order that the restriction on one of the minimum units does not influence the othe r. The minimum unit (I, J) for specifying the position of the effective area is determined to be a value separate from and independent of the minimum unit ( C, D) for specifying the dimensions of the effective area. Therefore, even if there is restriction on one of the minimum units, the restriction does not influence the other.
