Device has diffuser with divergent throat extending across fiber bundle and downstream ramp applying electrostatic charge to fibers of fabric. A device opens and replaces a bundle of polymeric fibers in the production of a non-woven fabric. The bundle of fibers are produced by extruding polymer through a channel having holes. Fluid jets orient and stretch the extruded fibers before they are received on a moving surface. The device is downstream from an outlet slit of the fiber stretching assembly and independent of it. The device has a diffuser including a divergent throat extending across the width of the fiber bundle and downstream of this is a ramp applying an electrostatic charge to the fibers. The throat may have two surfaces whose angle is adjustable and two lateral slits on each side of the diffuser inject air between the surfaces.
