An upper part of the U-bolt is introduced in an upper wing (13) which includes U-shaped hollow profiles carrying a fabric of a blind. The pulley includes a rim (5), and a groove (7) for guiding the pulley and its orientation parallel to a steel wire rope (4).</p>
