PROBLEM TO BE SOLVED: To provide a device and a method of stably manufacturing an electrical insulation sheet with positive and negative charges balanced on a front and rear faces, respectively, by balancing the positive and negative static charges for a whole face of a moving electrical insulation sheet. SOLUTION: (1) At least one static eliminator SU is of a structure of "an exposed ion-generation electrode" with a first electrode unit EUd and a second electrode unit EUf facing each other, (2) a direct-current and/or alternating current inter-ion generation-electrode potential is applied between a first ion-generating electrode 5d and a second ion-generating 5h, and (3), provided that the total number of the static eliminators SU is n (n is an integer of 2 or more), the potential difference between ion generating electrode at n/4 pieces or more of the static eliminators SU are reverse in polarity to those of another static eliminators SU.
