PROBLEM TO BE SOLVED: To provide a fixing device capable preventing, without prolonging time needed for the warmup operation of a heat roll, a phenomenon such as abnormal contact or complete contact between the heat roll and the leading end portion of a peeling member after a heating operation performed during warmup or the like, and to provide an image forming apparatus using the fixing device. SOLUTION: The fixing device includes a heat decreasing means (4) by which, during the warmup of the heat roll (22) of the fixing device (20), the level to which a specific internal circumferential face area (E) of the heat roll around an area (S) near and opposite to the leading end portion (25a) of the peeling member is heated is made lower than the level to which the other internal circumferential face area is heated. The heat decreasing means (4) is composed by setting an intercepting member (41), which intercepts radiation heat from a heat source, between the heat source (24) and the specific internal circumferential face area (E) of the heat roll (22).
