PROBLEM TO BE SOLVED: To provide an wet image forming device which can decide the cleaner materials as desired and in which the high viscosity liquid developer removed from the image carrier does not stay on the cleaner but moves so that the accumulated liquid developer is prevented from making adverse effects on imaging and impeding its recovery or reuse. SOLUTION: The cleaning device of this image forming device has a first and second electrodes to form an electrical field between them to move the charged toner contained in the liquid developer on the cleaner surface to the second electrode from the first electrode, and makes the area around the cleaner surface a low concentration layer.
