PROBLEM TO BE SOLVED: To provide an external preparation for skin, such as a surfactant-free, especially nonionic surfactant-free, solubilized or microemulsion-based cosmetic. SOLUTION: The solubilized or microemulsion dosage form external preparation for skin comprises (1) 0.05-2 mass% alginic acid and/or its salt and (2) 0.01-0.5 mass% glycyrrhizic acid and/or its salt.
