PROBLEM TO BE SOLVED: To solve problems in conventional concrete mortar wherein, since dismantling is performed according to the degree of the natural wear of raw materials or the deterioration of the substances caused by discoloration and deterioration, an aesthetic appearance is not requested for the raw material though the raw material is a substance for which strength and durability are requested, industrial waste deteriorates the environment since the concrete mortar is dismantled and processed as an industrial waste once its role is completed, and since the waste must be urgently minimized, the discoloration and mold on the surface of the concrete mortar is eliminated by mixing a cement with water as the raw materials of the concrete mortar substance to restore the environmentally-friendly concrete mortar. SOLUTION: The discoloration, deterioration, and crazing of the concrete mortar due to fatigue are restored by using a cement paste produced by mixing the cement and water as the raw materials manufacturing the concrete motor at a rate of 1 to 5. The cement paste is applied onto the surface of the concrete mortar to restore the surface of the concrete mortar again. The concrete mortar is restored by a coating method using a paint brush.
