PROBLEM TO BE SOLVED: To provide a safe rail mounting device for a railway vehicle, which enables rails different in specifications to be fastened to a concrete sleeper, and which can be freely fastened to the inside and outside of a main-line rail. SOLUTION: This safe rail mounting device 100 for the railway vehicle comprises a tie plate 110 which is attached to the concrete sleeper so as to support a safe rail on a top surface, and a clip 120 for fastening the safe rail to the tie plate; the tie plate 110 is equipped with safe rail holding parts 112 and 113 in which locking grooves 112c and 113c for locking one side of the bottom of the safe rail are provided on both sides; the locking groove 112c of one safe rail holding part and the locking groove 113c of the other safe rail holding part have different cross-sectional shapes in such a manner as to correspond to the two types of safe rails different in specifications; and the clip 120 is equipped with two types of locking step parts 121 and 122 different in height so as to be engaged with the other sides of the bottoms of the two types of safe rails different in the specifications, respectively.
