PROBLEM TO BE SOLVED: To provide a water stop institution equipped with a standing-up posture securing mechanism capable of solving such a problem that the water stop institution is going to be pushed down to a lower water level side, of realizing a storage type water stop institution having a large closable width by preventing the incursion of a Tsunami with higher waves and of enlarging an area capable of being protected by the stop water institution. SOLUTION: A fulcrum is provided in the vicinity of the end section of an arm with the length capable of ensuring approximately the same height as that of a cut-off plate at least in a standing state, the other fulcrum is also provided in the vicinity of the basic bottom section of the cut-off plate in the standing state, it is combined with the fulcrum on the arm to mount the arm in a movable manner, at the same time, a tie section is provided in the vicinity of the end section separated from an oscillating fulcrum of the arm, and the water stop institution is equipped with a cut-off plate standing-up posture securing mechanism having such a constitution that the tie section provided to the arm is made to tie in with a chain connecting with an anchor provided to a spot slightly separated from a side exposed to a high water level of the cut-off plate from the neighborhood of the top section of the cut-off plate in a standing-up state or on a rope.
