PROBLEM TO BE SOLVED: To provide a transparent conductive film superior in transparency and superior in conductivity even in the case a light source superior in color rendering properties such as three-wavelength fluorescent lamp is used, a coating liquid for a transparent conductive film formation, and a manufacturing method of the transparent conductive film. SOLUTION: The transparent conductive film is the film of transparent conductivity containing conductive particulates of which the primary particle diameter is 3 nm or more and 10 nm or less, and containing an organic polymer. These conductive particulates form aggregates of thin film state of which the thickness is 5 nm or more and 100 nm or less, and these aggregates have at least one part localized in the vicinity of the surface of the film.
