PROBLEM TO BE SOLVED: To provide a novel manufacturing method of manufacturing a chemical toner having a small grain size, sharp grain size distribution, and excellent development durability. SOLUTION: The method of manufacturing the electrostatic charge image developing toner includes a step A of manufacturing a colored resin solution of 60 to 65 mass% in solid content by dissolving or dispersing a polyester resin having a carboxyl group and a colorant into a hydrophobic organic solvent, then a step B of manufacturing an emulsified suspension liquid in which the colored resin solution is emulsified or suspended by mixing the colored resin solution and an aqueous medium under the presence of a basic compound, a step C of forming particulates of the colored resin solution by adding an electrolyte to the liquid under conditions of 27.0 to 31.0 mass% in solid content in the presence of a dispersion stabilizer, and further manufacturing the agglomerated particles by agglomerating the particulates, a step D of removing the hydrophobic organic solvent, a step E of separating the agglomerated particles from the inside of the aqueous medium and cleaning the same, and a drying step F.
