PROBLEM TO BE SOLVED: To provide a moving image encoding method and a moving image transmitting method for generating an encoded data from a moving image and then transmitting this encoded data to a receiving side node, while reducing delay for the encoded data corresponding to the first frame and also reducing deterioration due to transmission error. SOLUTION: Amount of codes of the encoded data of the first frame is reduced by generating the encoded data through the quantization in the number of quantization steps, which is lager than that for the other frames for the first frame at the time of starting the transmission among a plurality of frames forming a moving image. Here, the first frame means, for example, an image immediately after the start of television program distribution and an image displayed immediately after the start of television telephone communication. |
