PROBLEM TO BE SOLVED: To provide a map display technology for improving convenience when reducing the scale of a map shown in a map picture. SOLUTION: A terminal device 20 creates a map picture MP by using a plurality of layer data 810 including feature data indicating features by each attribute of the feature data, reduces the scale of the map shown in the map picture MP, and creates a pre map picture PS displayed prior to the reduced map picture MP. The pre map picture PS is a map picture wherein features based on a part of the plurality of layer data 810 used for creation of the reduced map picture MP are arranged under the reduced scale around a corresponding region DR corresponding to a display area on a map shown in a map picture MP before reduction.
