PROBLEM TO BE SOLVED: To provide a method of setting a transmission quality target value for power control in a mobile radio communication system. SOLUTION: An offset is applied to the transmission quality target value in a way that the offset is anticipated in order to compensate the effects of a compressed mode, thereby interrupting transmission during transmission gaps in compressed frames, and the transmission rate is correspondingly increased to compensate the transmission gaps. The offset includes a first component for compensating the effects of the transmission rate increase, and a second component for compensating the effects of the transmission gaps. The transmission rate increase is applied not only to a compressed frame but also to a plurality of frames including the compressed frame. The second component is not applied to all frames of the plurality of frames, but to the compressed frame and/or to at least one frame, or recovery frame, following the compressed frame.
