PROBLEM TO BE SOLVED: To provide a bill identification device allowing a change of identification specifications such as a distinction criterion of genuineness/falseness or the kind of a bill by use of the bill of an identification target. SOLUTION: In this bill identification device 1, a mode is changed over to an identification specification change mode, and the regular bill P of the identification target is inserted. Next, a bill identification processing part 12 identifies an insertion direction, a direction of the front and back, and the kind of the inserted bill P from bill reading information D7 read by a bill reading sensor 7, and outputs bill information d12. A bill information comparison processing part 17 retrieves out changing identification specification information (D1'-Dn') allocated to bill information (D1-Dn) according with the bill information d12 from an identification specification change information storage part 18, and supplies it to an identification specification information writing processing part 19. The identification specification information writing processing part 19 updates an identification specification information storage part 11 by the changing identification specification information.
