A packet communication method includes: a step that a mobile station (UE) transmits a random access request containing mobile station information assigned to the mobile station (UE) via a random access channel allocated to a predetermined radio resource to a radio base station (eNodeB); and a step that the radio base station (eNodeB) receives the random access request from the mobile station (UE) and transmits a random access response signal containing the mobile station information to the mobile station (UE) via a downlink shared control channel corresponding to the random access channel in order to report that the random access request has been received.
