PROBLEM TO BE SOLVED: To provide a pump/hydraulic motor M and a motor/generator G, and to exert indepently both the functions. SOLUTION: The equipment is equipped with the pump/hydraulic motor M and the motor generator G which is coupled to the pump/hydraulic motor M. When a switching valve S has been switched to a generating mode, a return flow from a cylinder 1 is conducted to the pump/hydraulic motor M and a return flow from the pump/hydraulic motor M is refluxed to a tank T via the switching valve. At the same time, when having switched the switching valve to an actuator drive mode, the pump/hydraulic motor which rotates with, the motor/generator G as a drive unit, is allowed to suck a working oil from the tank and besides, a discharged oil from the pump/hydraulic motor is supplied to an actuator.
