PROBLEM TO BE SOLVED: To synchronize a server with a plurality of clients, and to update a program without generating any influence on an operation even when any difference is generated in communication interfaces between the server and the clients. SOLUTION: Program storage means 101 and 202 respectively store an old program and a new program. Program executing means 109 and 212 migrates a system from a state that new and old programs are simultaneously started to a state that a new program is operated. A communication data distributing means 112 discriminates the new and the old programs used for preparing the data received from a client, and distributes the data to the new and old programs based on communication data difference information 115.
