PROBLEM TO BE SOLVED: To provide a hydraulic driving device capable of providing workability suitable for respective operation sites in accordance with a user's need and improving fuel economy. SOLUTION: This hydraulic driving device is provided with an engine 17, a hydraulic pump 18, a hydraulic actuator 20, a monitor panel 39 for allowing an operator to select desired work mode from among a plurality of work modes including power mode, usual economy mode, and first economy mode having different fuel economy in the engine 17, and an engine hydraulic pump controller 40. The engine hydraulic pump controller 40 controls the engine 17 and the hydraulic pump 18 in accordance with the work mode selected by the monitor panel 39, switches into operation in the power mode when predetermined work conditions are satisfied in the usual economy mode, and maintains operation in the first economy mode even if work conditions are satisfied in the first economy mode.
