PROBLEM TO BE SOLVED: To stably hold a sand covering layer in a bottom part when forming the sand covering layer to improve quality of a bottom part constituted by a soft mud soil layer deposited on the bottoms in nearshore waters, lakes and marshes. SOLUTION: The three-dimensional structure net A forming a predetermined continuous three-dimensional space shape in a string part forming a first mesh 12 side and a second mesh 22 side by stretching it over from a string bar part 11 on the first mesh 12 side to a plurality of string bar parts 21 on the second mesh 22 side is brought into contact with a surface of mud soil 30 on the water bottom while a three-dimensional string part constituting a mesh is folded. A predetermined knot is ensured by pulling out and extending the mesh in the direction of deployment of the net on the sea bottom 30 so that it adheres closely to the surface 30 of mud soil on the sea bottom. Mud soil 31 on the sea bottom is filled into a three-dimensional space from the second mesh 12 side and is spreaded on the surface of mud soil on the sea bottom. Covering sand 34 is charged from an upper face side of the three-dimensional structure net and is filled into the three-dimensional space on the first mesh 12 side to deposit covering sand 35 up to predetermined layer thickness.
