PROBLEM TO BE SOLVED: To enable not only the accurate returning of a record medium (visitor's token) having the balance managed but also the prevention of the useless returning of the record medium requiring its no return without the balance managed even when the payment balance is down to zero as a result of a ball dispensing processing made by inserting the record medium having the payment balance recorded into a ball dispensing unit under the offline mode in a case where the payment balance is recorded onto the record medium (visitor's token) limited to the offline mode by making the reception of the currency and the ball dispensing processing ready with the ball dispensing unit under the offline mode in a perfect ID management-based system. SOLUTION: When the return operation of the visitor's token is accepted (S541), it is judged whether an online balance existing flag to the effect that the balance managed is not zero is recorded on the visitor's token or not (S547 and S566) and when the flag is recorded, the visitor's token with the zero payment balance is returned (S552 and S571).
