PROBLEM TO BE SOLVED: To provide ground reinforcing crushed rubber pieces capable of developing excellent execution stability without damaging excellent functions as a ground reinforcing material, for example, lightweight properties, high water permeability, high heat insulating properties, etc., and a manufacturing method thereof. SOLUTION: In the ground reinforcing crushed rubber pieces 1 embedded in the ground to be subjected to the reinforcement of the ground, crushed rubber pieces 2 are coated with a hard coating material 3. The crushed rubber pieces 2 are preferably the crushed pieces of a waste tire and the hard coating material 3 is selected from the group consisting of cement, a resin, asphalt and an asphalt emulsion.
