A cable drum dispenser and wind-up mechanism has an upper housing section, a wind-up wheel, and a lower housing section. The upper housing section has a first fixture, and the lower housing section has a roller track, a wind-hp wheel, a second fixture, and a position-limiting groove. The dispenser has a spring one end of which is fixed to the second fixture, and the other end fixed to the first fixture forming part of the upper housing section. The inner and ends of the position limiting groove all have a slit limiting the travel of the spheres in the groove.
