PROBLEM TO BE SOLVED: To provide a floor heating panel capable of sufficiently keeping the strength of a floor, and improving its heating performance. SOLUTION: In this floor heating panel 6A formed by attaching a sheet heating element 3 to a bottom surface of a recessed portion 2a formed on a rear surface of a woody floor material 2, projecting portions 2h of a height approximately same as the rear surface of the woody floor material 2 are formed in the recessed portion 2a, through holes 3a penetrating the projecting portions 2h are formed on the sheet heating element 3, and the sheet heating element 3 is attached to the bottom surface of the recessed portion 2a in such a state that the through holes 3a of the sheet heating element 3 penetrate the projecting portions 2h. As the projecting portions 2h are provided with a function of a reinforcement material, the floor hardly sags when stepped, and the strength of floor can be sufficiently kept.
