PROBLEM TO BE SOLVED: To surely enable intermediate processing by making ink maintain a half-cured state even when ultraviolet rays are irradiated by a half-curing light source by a plurality of the number of times. SOLUTION: The image forming apparatus comprises a plurality of ejection heads, a half-curing means, an intermediate processing means and a main curing means. The plurality of ejection heads eject to a medium liquid which contains a first ultraviolet curing initiator with spectral absorption characteristics at least in a first wavelength region, a second ultraviolet curing initiator with spectral absorption characteristics at least in a second wavelength region of a shorter wavelength side from the first wavelength region and without spectral absorption characteristics in the first wavelength region, an ultraviolet-polymerizable compound, and a coloring material. The half-curing means sheds at least once or more to dots formed by the liquid, ultraviolet rays with at least a wavelength of a longer wavelength side beyond the second wavelength region and of the first wavelength region. The intermediate processing means carries out intermediate processing to an image formed on the medium by the dots. The main curing means sheds ultraviolet rays with at least a wavelength of the second wavelength region to the image passed through intermediate processing by the intermediate processing means.
