PROBLEM TO BE SOLVED: To perform processing per object without requiring information on a processing sequence.

SOLUTION: A candidate pixel class determination part 72 classifies adjacent pixels which are adjacent to encoded pixels being already encoded and are not encoded, to classes corresponding to states of the encoded pixels. A processing sequence determination part 73 determines a pixel to be encoded, which is to be next encoded, out of adjacent pixels on the basis of evaluation values corresponding to classes which are stored in an error distribution ROM 74. A pixel prediction part 75 predicts the pixel value of the pixel to be encoded. A residual calculation part 77 calculates a difference between the pixel value of the pixel to be encoded and the predicted pixel value as a value resulting from encoding the pixel to be encoded. This invention is applicable to an encoding device for encoding an image.
