PROBLEM TO BE SOLVED: To provide a variable focus lens having simple structure and compatible with miniaturization, and a focusing device and an imaging apparatus using the variable focus lens. SOLUTION: The variable focus lens 10 is equipped with a variable lens 11, a plate part 12, a positive electrode 13 and a negative electrode 14. The variable lens 11 is formed of material composed by mixing plasticizer in polyvinyl chloride, and is deformed along the positive electrode 13 when a voltage is applied between the positive electrode 13 and the negative electrode 14. Thus, the curvature of the variable lens 11 is changed, and the variable focus lens 10 varies a focal distance. Since the plate part 12 is equipped with a concave part 12a formed as a concave curved surface, the curvature of the surface of the variable lens 11 opposed to an imaging device 71 is kept constant.
