PROBLEM TO BE SOLVED: To provide a hydraulic machine which can perform highly efficient operation in a whole operation range, by adding high angular momentum to a runner inlet with small hydraulic loss, and to provide a guide vane of the hydraulic machine. SOLUTION: In the guide vane of the hydraulic machine, an opening area formed between adjacent vanes is changed by rotating a spindle to change the angle of the vanes. L1, L2, Dg, and Zg are set so that the expression of 1.05πDg/Zg≤L1+L2≤1.125πDg/Zg is satisfied, on a cross-section surface of an arbitrary guide vane orthogonal to the spindle, and when a radius of a circular arc inscribed to an inlet end of a hydraulic turbine using an axis of the spindle as its center is L<SB>1</SB>, a radius of a circular arc inscribed to an outlet end of a hydraulic turbine using the axis of the spindle as its center is L<SB>2</SB>, a pitch circle diameter of the guide vane is Dg, and the number of the guide vanes is Zg.
