PROBLEM TO BE SOLVED: To provide a developing roller capable of being easily recycled, an electrophotographic process cartridge, an image forming apparatus, and a recycling method for a developing roller. SOLUTION: In the developing roller formed of an elastic layer 16 formed on the surface of a core shaft body 15 and a resin layer 17 formed on the periphery of the elastic layer 16 in this order, the peeling strength F1 of the resin layer 17 in the rotating direction of the developing roller is greater than the peeling strength F3 of that in the longitudinal direction of the developing roller, and interfacial peeling from the elastic layer is≥90% when resin layer 17 is peeled in the longitudinal direction. Alternatively, in the developing roller, the peeling strength F1 of the resin layer 17 in the rotating direction of the developing roller is greater than the peeling strength F3 of that in the direction opposite to the rotating direction, and the interfacial peeling from the elastic layer is≥90% when the resin layer 17 is peeled in the direction opposite to the rotating direction.
