PROBLEM TO BE SOLVED: To provide a planar heating element using a heating resistive element portion formed by folding a thin film-shaped heating resistive element. SOLUTION: The planar heating element 1 includes a sheet portion 10, and a heating portion 20 having at least one part arranged in the sheet portion 10. The heating portion 20 has a thin film-shaped heating resistive element portion 200, and the heating resistive element portion 200 has flat parts 50A and 50B and a folded portion 60 formed in the flat parts 50A and 50B.
