PROBLEM TO BE SOLVED: To provide a device for conversion into fuel and a method for producing fuel, capable of efficiently producing powdered fuel of high calorific value from organic waste materials containing garbage and waste plastics. SOLUTION: The fuelizing device comprises a treating vessel 1 receiving waste materials 100 to treat in water, a temperature/pressure controlling means 5 supplying water to the inside of the treating vessel 100 and making the inner pressure of the treating vessel 100 at≥1.55 MPa treating pressure and the temperature at≥200°C treating temperature, and an agitating means 2 agitating the waste products 100 and water.
