PROBLEM TO BE SOLVED: To provide a charge/discharge controller for effectively using an electric double-layer capacitor where an inflection point appears at the point of roughly constant voltage accompanying charge/discharge. SOLUTION: The charge/discharge controller for electric double-layer capacitor C, which has an inflection point where the inclination of the rate of voltage change changes roughly rectilinearly at charge or discharge of constant currents, is equipped with a charge/discharge switching means 13 which switches a charge circuit 14 and a discharge circuit 15 for the electric double-layer capacitor C, a voltage detecting means 21 which detects the voltage of the electric double-layer capacitor C, and a control means 12 which controls the charge/discharge switching means 13, based on the voltage detected by the voltage detection means 21. The control means 12 charges the electric double-layer capacitor C up to the voltage over the voltage at inflection point where the inflection point appears as initial charge, and then it controls the charge/discharge switching means 13 on condition that the voltage of the electric double-layer capacitor C does not fall under the inflection point voltage.
