PROBLEM TO BE SOLVED: To provide a CO-removal device, fuel reforming apparatus and fuel cell system capable of downsizing, reducing a production cost and further of improving energy efficiency.

SOLUTION: The CO-removal device 1 is provided with a cylindrical shift catalyst container 2, and a preheating means 3, a first PROX (preferential oxidation) catalyst container 4 and a second PROX catalyst container 5 which are disposed from the inside of the shift catalyst container 2 toward an inward direction in sequence.
