<P>PROBLEM TO BE SOLVED: To provide a PON system for carrying out FEC processing appropriately in a broadcast frame or a multi-cast frame. <P>SOLUTION: Whether there is ONU (first ONU), which has FEC processing function and needs the FEC processing, in a transmission destination group or not is determined. In the applicable case, it does not perform FEC processing at all.
